What counts as a near miss here
Only substitutions are considered: one existing digit changes while the number keeps the same length. Adding a digit, removing a digit, or rearranging several positions would produce a different kind of neighbour and is not part of this scan.
The highest-EP neighbour is not necessarily the one with the most new badges. A single uncommon badge can outweigh several common ones, and badge-family rules still apply to every alternative.

Useful details before you start
Why are there fewer alternatives for some numbers?
The first digit cannot be changed to zero when that would create a leading-zero representation, and the one-million boundary also limits valid edits.
Does the tool change the saved original?
